In conjunction with Mike Fletcher, Michael began development of a ‘geometry package’ for PDP-11 systems in the early 1980’s, which was then adapted for PC’s in 1990 and rewritten in C as GeoSurvey™ (one of our registered software tools - read about it here), in the late 1990's. Development of GeoCadastr began in 1990 and it has been in continued use in Hunter Water (Govt. Utility) and the Northern Territory since the late 1990’s.

DEVELOPMENT SKILLS

 

Developing systems for generating co-ordinate-based cadastral systems from “Metes and Bounds” information with projects in NSW, Queensland, the Philippines, the Northern Territory, New Zealand and the USA, Michael and Mike worked with the ESRI development team from 2004 to incorporate the GeoCadastr cadastral management engine into the ESRI GIS environment. This has now been licensed to ESRI as the Parcel Editor tool in the ESRI Enterprise systems used by all levels of Government and Utilities. ESRI has also adopted our database concepts for the management of cadastral boundary information and its XML interchange format. Michael and Mike had to persevere to maintain the survey integrity of the process in that GIS environment.

 

Considerable specialised development work has been done by Michael and Mike recently on:

 

  • The NT survey cadastral model and departmental database including facilitating the implementation of a simplified automated digital survey plan lodgment and examination process for one survey plan or a database of many survey plans.

  • The NSW Land and Property Information (LPI) ePlan project. Tools were developed for the conversion of the ICSM LandXML files submitted through the LPI portal by surveyors to the COTS CEXML standard used by GC & PE. Ongoing assistance is being provided to the LPI to finesse that process.

 

Some of the technology developed for the above-mentioned projects is now available within the ‘Plan Examination Report’ tool in GC. Ongoing Development of GC and GS is focused on examination and validation of survey data in the cadastral model as the world seeks higher accuracies in GIS.

Mike has worked with Michael Elfick since 1990. Those joint achievements are noted in Michael’s C.V.

 

Mike’s skills have facilitated the smooth transition of data between all platforms including development of the cadastral database tool (CDB) for storing a Parcel Fabric across a state database outside the ESRI environment as implemented by the Northern Territory Government, (NT).

 

A concurrent project has been the design, development and installation of a Cadastral Database for the NT Government. Mike has also worked on a consulting contract with Telstra BigPond, managing a team of 60 staff for the Telstra/BigPond Software Engineering Division. He has also continued support and development work for GeoCadastr and GeoSurvey™. This has also involved supporting the design and development of the ESRI Cadastral products for ArcMap, the NT cadastral database system.

Mike has kept current with a range of the emerging Internet development tools and products, allowing the forecasting of more accurate and practical design relating to skills in:

Over 25 years experience as a cadastral surveyor in private practice. Initial experience in UK and Libya as a graduate surveyor and finally 15 years as founding Director of a medium sized Survey, Planning and Environmental Consultancy.

 

10 years as a Director of Geodata Australia Pty. Ltd., involved in GIS survey and cadastral database creation and management. Includes cadastral modelling projects for Local and State Government and infrastructure projects across Australia and overseas.

 

Technical papers (approx. 50) presented at South East Asian, Australian, New Zealand, South African, United States and local Survey and Spatial Sciences Conferences on cadastral management and application of the Parcel Fabric survey database process.

  • 2011, 2013 Presentations (2) at World Bank Land and Poverty conferences in Washington DC, responding to a suggestion from a WB representative that GC provides a local solution to a commercially sustainable title database that is scalable to a State solution, where that enterprise solution may not be sustainable without ongoing external financial support at a local level.

  • 2012 - Tasmanian Pilot Project – Migration of existing cadastral database to a Parcel Fabric and review application of Australian survey/cadastral layers to the existing ESRI Local Government Information Model (LGIM). The US model has a focus on Tax Parcels and would require some restructuring to apply to Australia.

  • 2014 - Invited to provide survey support to NIIT (ESRI India) for a Proof Of Concept presentation implementing a future 3D cadastre for the Singapore Land Authority (SLA). Recent ESRI city engine course as a possible platform for a 3D survey-based cadastral modelling.

  • 2014 - Trial Migration of DCDB for DNRM, Queensland as Proof of Concept.

Due to experience as a Patrol Officer, particularly in relation to Native Title combined with Valuation experience and knowledge, promotion within the Lands Department saw these skills targeted to native land acquisition by the Government (the Government alone, was able to acquire land from the traditional owners).

 

1977-1988 – Estate Surveyor, Senior Estate Surveyor, District Lands Officer with Hong Kong Government where extensive experience was gained in all aspects of land administration and development. Property Developer and Valuation Consultant in Hong Kong in private practice.

Roger has become proficient in understanding and interpreting NSW, Queensland and NT survey plans and the esoteric aspects of land surveying, the finer points of cadastral capture and management. This includes the operation of our software, GeoCadastr and GeoSurvey™, ESRI’s ArcGIS Parcel Editor and the N.T.'s ArcMap, MapInfo and conversion of data to and from various data formats, including to and from either ESRI or MapInfo.
